I've made mac n cheese without milk before…it's not bad really.
just put in a little extra butter or the same amount of butter with the tiniest amount of water to make sure that the cheese mixes in enough.

no there might be enough moisture in the Mac part…
I know I have dry powder milk..
But I seldom make just plain Mac & chez - - - I jazz it up with veggies and meat…make a one dish cassarrole(*) ☺

It wont have the rich creamy taste that milk gives.
Are you making this from a box?
When you add the butter and a little water and cheese remove from the heat and stir in about 1 cup of plain yogurt or sour cream if you have them, that will give you a nice creamy taste.

Just wait until you have some milk! … or do you have evaporated in a can? You can dilute it 1 to 1 for regular milk.

I've been there! Try this-it really works!
If you happen to have some powdered non-flavored coffee creamer, mix it in when you add the butter and powdered cheese. Then add water to make it the thickness you want. It may not be as creamy, but it won't change the mac&chz flavor you're craving.
(If you decide to add sour cream or yogurt, you're going to completely alter the taste, even if the texture is thicker or creamier. And adding extra butter will make it "greasier".)
