It's actually more of a question of whether it's a fire hazard at BSU or not. I'm sure my roomie either won't mind the smell of coffee in the morning (I've never met anyone who didn't like the smell–I've even met people who hate coffee and LOVE the smell), or will help me find a way of compromising.
My mom was saying she didn't think we could have them because people left them on too often. But I haven't seen anything banning them on the website…

That's really more of a question for your roommate than anyone else, since they're the only one it's going to effect. I hate the smell of coffee in the morning - I had to get up at 6 am when it was still dark out for 4 years to get to high school on time, and my mother would make coffee and listen to the news, and now either or those things in the morning makes me feel sick. I would have vetoed a coffee machine.

I had an espresso machine in my dorm room. Hot plates and halogen lamps were a no-no, but damn, everyone loved the smell of my espresso and wanted some.
There are coffee makers that switch off automatically after a certain amount of time (two hours max, IIRC).
The espresso machine I had was cheap and simple, made by Mr. Coffee. The foaming attachment was better than the one they used at my college boyfriend's cafe (I dated a barista).
But if you don't want to be an intrusion on anybody AND you are worried about leaving appliances plugged in, I would strongly recommend getting a French press. They're practically idiot proof. The only caveat is that you have to grind the beans coarsely. Too fine, and your coffee is mud. If you get your beans at Starbucks, tell them "Grind it on #3!!!"
