Once eggs are cooked, they should be used within one week. It doesn’t matter if they are peeled or not. If is preferable not to peel them until you are ready to eat or use in your recipe. Peeled hard boiled eggs can be stored in the refrigerator in a bowl of cold water to cover for about 1 week (change the water daily) - or in a sealed container without water (cover the eggs with damp paper towels) for the same length of time.

Technically, once the internal temperature reaches or exceeds 40F, bacteria reproduce quickly to dangerous levels. In high risk foods (such as eggs or dairy) that may already contain harmful bacteria, harmful levels are reached in 4 hours. If products are cooled improperly, that time is reduced dramatically.

That being said, 4 hours is the most I'd leave anything out at room temperature. If you're not concerned with food poisoning or intoxication, or have a strong immune system, you can go for loinger.
