The best thing I’ve ever used are the caramel wraps that they sell this time of year in the fruit section. It’s a square or circular sheet of caramel that you simply wrap around the apple. I find it’s the cleanest, softest way to do it. Otherwise, I just melt soft caramels and dip them that way. Making your own caramel is 1) time consuming and 2) prone to error.
I’ve never found a way to make candy apples that weren’t hard. sorry!
1. Remove the stem from each apple and press a craft stick into the top. Butter a baking sheet.
2. Place caramels and milk in a microwave safe bowl, and microwave 2 minutes, stirring once. Allow to cool briefly.
3. Roll each apple quickly in caramel sauce until well coated. Place on prepared sheet to set.

Original recipe yield 6 caramel apples
INGREDIENTS
* 6 apples
* 1 (14 ounce) package individually wrapped caramels, unwrapped
* 2 tablespoons milk

Kiss the apples all over, before you put the caramel on them. That way, they will get all mushy from your pretty lips. Hee hee. Peace!
