I am 20, and I'm wondering if that is old enough to be a cocktail waitress in Fargo, North Dakota or even in Moorhead, Minnesota?

If you are old enough to drink in the state in which you live and will work, then you are old enough to serve liquor.

You are allowed to serve alcohol when you are 18 years old.

Every state is different. In Wisconsin you only have to be 18. Check with your local police station or ask at a local club, I am sure they would be happy to tell you.
