It is a 10 gallon tank and it is a rainbow fish.
My red tailed shark is a little weird. When I feed them, he doesn't go after the food. He just kind of goes around the bottom like he is stiffing. Is this normal.
is it okay for the fish to ride in the filter? My redtailed shark seems to enjoy riding the filter. is this normal?

well the it tank is sorta small because rainbow fish get 5 or so inches and redtail sharks get 5-8 inches. if you are going to get a bigger tank later than it was a good choice. also the algae eater will get a good 4-10 inches.

It sounds like a good mix to me but the tank is kind of small but if there small than your tank should do for now

Not really… Tiger Barbs and Rainbows need schools for security, and keeping just one of each will result in very stressed fish. Tiger Barbs will get about 3 inches, and with their schooling necessity, they aren't good choices for a 10 gallon tank… Depending on the species of Rainbow, it may or may not work– Boesman's Rainbows will get too large for a 10 gallon tank, while Celebes or Threadfins would be perfect choices. As an adult at around 6 inches, the Redtail Shark won't be a good fit for such a small tank… It will get very aggressive, lashing out at the "algae eater" and other fish, and will likely be stunted by the cramped environment (which you can bet will kill it prematurely). Depending on the kind of "algae eater" you got, it could be good or bad… If it's a Common Plecostomus, or Chinese or Gold Algae Eater, this is bad, as it will reach anywhere from 10-18" as an adult, and the Chinese or Gold Algae Eater will happily attack any other fish in the tank… However, if it was a Bristlenose Pleco or Oto, it should be fine.
Redtail Sharks RARELY (if ever) eat flake food, and would be much happier on a diet of algae wafers and fresh vegetables (lettuce, spinach, zucchini, cucumber, banana, grape slices, etc.).
I'd recommend taking back the Tiger Barb, Shark, Algae Eater, and preferably the Rainbow and starting with a school (5-6 in this case) of smaller Barbs like Cherry Barbs, Gold Barbs, or Rosy Barbs, maybe a small shoal (3-4) of Cories, a Dwarf Gourami, and a school (5-6) of Danios. This will give you an active, colorful, well rounded tank. For the first 4-6 weeks, be prepared to do water changes every few days to alleviate the stress from ammonia buildup (from fish poop), or better yet, get some live media (filter material, gravel, etc.) from another tank, as the good bacteria (that eat fish poop) will already be present, and put it in your tank– this will allow the good bacteria to more rapidly populate your tank.
