Ideally, I would like to partner up with a current wine company to assist with the obvious tasks of wine making, bottling, and legalities. With thousands of wines currently on the shelves, I think my idea would most certainly boost sales for any brand in the pre-stated price range. I think my idea would hit a wide target base for the average wine drinker. If not, I was wondering if there was a way to buy blank bottles from an established brand leaving only the necessary text to comply with regulations. Any help where to begin would be greatly appreciated.

Hit the largest wineries you can find. They will often rebrand wines they have to much of to sell in stores and sell them under different labels in restaurants etc. You might be able to convince them to listen you your idea.
But you should know that most wineries have marketing departments or employ a product firm for naming and pos adds etc etc. They might sell you some remnants to rebrand… but it's not really likely. And unless you know one of the board of directors or owners it isn't likely you will get your idea through… sorry

With all due respect, the last thing the wine world needs now is a wine that sells for $3 - there are too many crappy ones out there already.
As for the other jobs, you have been professionally trained in winemaking? You know how to run a high-speed bottling line? And you know BATF rules and regulations, not only federal, but at the individual state level as well (since every - and I do mean every - state is different when it comes to that)? If so, I wish you the very best of luck - maybe you will become the next yellow tail or Little Black Dress! If not, one simple idea (especially if it is a marketing idea - marketing usually just makes a crappy product desirable to the masses…until said masses discover it is crappy) will not do much.
If you are really sold on this idea, you can always buy bulk wine from a winery…just as long as you can discern if the wine is really good or not.
Please remember one thing: putting lipstick on a pig doesn't mean that it's still not a pig…
