You wont get drunk faster if you drink 4oz’s of vodka straight, or 4oz’s of vodka w/ red bull - You are consuming the same amount of alcohol either way BUT, the red bull may allow you to drink the 4oz’s of vodka faster hence getting drunk faster.
With that being said adding it to beer might not have positive affects. If you have 12oz of beer to drink you can either drink it straight OR add say 6oz’s of red bull to it. Unlike with vodka adding red bull to beer may not make it taste any better and now you have to drink 20oz’s of liquid instead of 12oz which will take you a longer time to do - yet when you are done with your 20oz and I’m done with my 12oz we both just drank the same amount of beer and the same amount of alcohol.

I don’t know whether it would have the same effect but willing to bet it would taste like crap.
